The only approved list consisted of NSDAP members and approved non-party guests; seats are list seats, not an assertion that every member belonged to the NSDAP. Published approval figures do not demonstrate democratic legitimacy. The Reichstag ballot is distinct from the simultaneous League of Nations referendum. 3,398,249 ballots were against the list; approval share uses all 43,053,473 ballots in this published table.
