Commissioners chosen at public meetings selected delegates to the contested Podgorica Assembly. This was a special assembly, not an ordinary election under Montenegro’s constitution.

The parliamentary resolution dates final delegate selection to 21 November, after public meetings chose commissioners; 169 were selected and 160 attended. The meeting ran 24–29 November, so the opening date is not used as the election date. The resolution describes the process as lacking electoral registers, identification, polling boards and minutes, and regards the assembly and its decisions as illegitimate. Its retrospective assessment is attributed to that source, not presented as a neutral contemporary certification. No national vote share, turnout or party allocation is inferred.
