The aggregate result row counts seats filled, not membership of the Communist Party or League of Communists. This was a single-party political system; no modern party label or ideology is backfilled. The vocational councils were selected by municipal assemblies; in 1969 the economic, education-cultural and social-health councils were selected by bodies combining municipal councillors and workplace delegates. The Council of Communes was elected by municipal assemblies. The 1969 constitutional changes ended staggered renewals; all seats were renewed, and the Council of Communes replaced the Organisational and Political Council.
