Direct modified closed-list proportional representation using D’Hondt and a 3% threshold: 73 nationwide mandates and 5 mandates allocated through the designated Albanian-majority polling stations. For a Better Life – Milo Đukanović received the largest number of list votes. The chamber had 78 seats.

Montenegro was a constituent republic of Yugoslavia at the time; this is its republic parliament, not a Yugoslav federal election. Results are the MNEE transcription of the commission reports cited in the source audit; the original reports were published in Pobjeda / the Official Gazette.

The checked source records 4,635 invalid ballots (votes cast less valid votes).

National list vote totals include the designated minority polling stations once. Their separate mandate-allocation calculations are not added as a second national vote table. Half of the mandates were assigned in submitted list order and the remainder at the list submitter’s discretion.
