Direct closed-list proportional representation in a single nationwide constituency, using D’Hondt, a 3% general threshold, and reduced qualification rules for recognised minority lists (0.7%; special 0.35% Croatian rule). Decisively for Montenegro! – DPS received the largest number of list votes. The chamber had 81 seats.

Final certification: 14 September 2020. DPS received 143,515 votes, not the preliminary 143,548 often repeated elsewhere. The commission reports 4,500 invalid ballots and one used ballot carried away in Kolašin (not counted valid or invalid); a separate ballot carried away in Herceg Novi explains the received/used/unused difference.
