This was a single-party political system; no modern party label or ideology is backfilled. Only 23 seats were filled at this election; the other 23 incumbents were retained. Result seats therefore deliberately fall short of the full 46-seat chamber; retained mandates are not recorded as newly won seats. The vocational councils were selected by municipal assemblies; in 1969 the economic, education-cultural and social-health councils were selected by bodies combining municipal councillors and workplace delegates. The Council of Communes was elected by municipal assemblies.
